Try Newport News have a lot of sites to host a wedding (I'm certain you can have the reception there) veryyyyyyyyy affordable prices like the Japanese garden the Rose Garden Etc

Great Wolf Lodge in Williamsburg does it all. Guests also get discounts on water park tickets. There's a beautiful courtyard for the ceremony and then a large ballroom and cocktail area
