It's the people who refuse to spay and neuter, and the people who dump animals and either don't care or naively think "somebody" will take care of the animal. The shelters don't have unlimited funds and when tax bills come up for approval or renewing the voters either dont vote or they deny the bill. Desoto Parish has a new shelter and take good care of their animals and try to get them adopted and their support was recently denied by the voters in that parish. I hate when perfectly healthy pets are put down but the majority do not support the local shelters and euthanasia is the sad result.
