Garments of Praise is a free clothing exchange program in Wake Forest. You give your gently used clothes and receive tickets to shop for more. It's like a consignment sale, but it's all free. You can try Surplus Syd's on Franklin Street in Chapel Hill. Its not quite dirt cheap since half of UNC buy their Halloween stuff there. I believe they rent costumes as well.
