I have a slim BC, who needs a coat length of 22", but I can't seem to find one that's not to big around her body. So when she walks it goes lopsided.

Back on Track have just released a whippet coat in 4 sizes that fits up to a 59 cm back. Available on www.caninecavern.co.uk have had them on whippet, spaniel and collies for the slim fit

Try Taylor Made coats, made to measure and can be waterproof, fleece lined. Al ours have them and Sheila is great with quality:)

Doggiecomforts.co.uk made these for us, with chest strap which are totally adjustable. Our Cockapoo's aren't a standard shape either and to be long enough in the back meant they were too big

I work in a pet shop and it's so frustrating how few coats fit leaner dogs! My girl is the same sort of size as yours (same length and 13 kg). We like the Rogz Sportskin. JR do pressed tripe bones (Natutripe) - available from Amazon but I've seen them sold in Pets Corner. Pet Munchies / Skinners do pressed knotted fish skins which is another alternative...
