Ive used Thibodeau Gutter and they were great. Electric you need is pretty simple (but I understand your concern), maybe a handyman is better than an electrical contractor. Ty Electric is great, but it will be pricey for the job.

I had leafguard gutters for 14 years on the last house... they work great and are well worth the money. As long as you keep the corners clear of debris you'll have no troubles.
