That's the same tires that came on the Ruckus stock. They're decent tires that do ok in the rain but rule dirt roads. Personally I don't care for the rapid bump feel as they roll on pavement. I replaced them first with a similar tire made by michellin. The michellin lasts longer but doesn't grip quite as good. It bumped also. I currently have SL26 Pirelli on. These Pirelli grip pavement well. These tires don't like dirt a bit. Gravel, you're taking a big risk. Rain, hell no! The Helix I had came with a 120/70-12 on front and a 120/90-10 on rear. The Ruckus with a Helix engine has 130/70-12 and a 140/60-12 on rear.

Sometimes flat spots can also be corrected by changing the starting point of the main needle. It's easy to do. Depending on the carb you have the main needle can be shimmed or notched up/down (likely up). http://www.duncanracing.com/TechCenter/KeihinCarbJetting.pdf
