There is a cat only vet across from the Collection, have you checked with them? The Cat Care Clinic of Roswell does not declaw (not local, but if it's important to you it could be an option).

I haven’t been there in a couple years but North Figueroa Animal Hospital is really affordable. You have to be prepared to wait if you go in, they don’t take appointments (at least per-Covid). Worth calling though to see what their system is now. Not free but the most affordable vet I found in LA.
