Just scrap it. A frame isn't worth any more than its weight in metal. It just doesn't make any economic sense for anyone to pick up a frame and replace all the ruined mechanical parts when a whole new bike could be had (or built) for about the same cost.

When you want to buy check out cycle horizon, my friends dad builds these bike and my dad owns one. Not cheap but recumbents generally arn't.
