If you are willing to cross into New Jersey I'd recommend jewelry and timepiece Mechanix in Haddonfield. He employees three master watch makers. I dropped off a 1905 Hampden and they had it running within a week. http://www.jmechanix.com/

Sam Kalter on 7 th street is pretty well regarded. I have a watch with him right now. I've also had good luck with Whittle's Watch Works out in Wayne, PA - but that's a bit outside the city.
Can anyone recommend a jeweler? Since University City jewelers closed, where do people go for things like ring resizing, watch repair, etc.?

If Henri David is still around (on 13XX Pine), he's awesome. He custom made our wedding rings and only charged us for the weight of the metal. His place is really easy to miss (there's a small business card in the window of a house. You have to be buzzed in.) but he's a fun guy and does really neat stuff.

When I lived there (even now when I get to the city for visits) I've used National Watch Repairing at 7 th and Sansom. Their in-house watch guy knows EVERYTHING
