Doginni.cz is for in-house dog sitting, but Romana, the owner, helped me find the someone to dog sit AND cat sit. The pet sitter would come by 2 or 3 times a day. You could contact her. This is the one we have been using for a few years now, and it is excellent. Plus, I discovered, the owner can speak English if that helps. It is not in Prague, though (it is a bit outside, in the country) so either you need a car, or for a small fee they even collect your cat from your home and deliver the cat back at the end of the stay: http://www.hoteltrubska.cz/

We love www.hotelmazlicek.cz. Spotless, friendly, sweet to the cats and sends you texts about your kitty's stay while you are away. Lucie was also great when our cat got sick while staying with her. She took her to the vets and sorted out the problem. Fluent English spoken too.

There are a few shops (or used to be) near Namesti Miru and Andel, one called Top Koralky and the other https://www.koralky.cz/ they had elastic and nylon of all sizes. Not sure about velcro, though...
