I really like the Barber Lounge. They do a good job, treat everyone well, and it's a pretty cool place. They also do trims between cuts for pretty cheap (~$5-$10). I moved out of SF a few months ago, and miss that place.

For an under $20 cut, I've had luck with Hair Shaper at 2 nd and Mission and Blanca's Art of Hair (near 29 th and Mission). Blanca's might have raised their prices in the last few months. I realize this isn't really what you're going for but keep it in mind for when you're old, married and have stopped giving a shit (or unemployed).

My SO goes to Public Barber and they always do a good job on his hair. He's half-Asian, with pretty thick hair. He usually goes to the one in the TL, there's one in North Beach as well. Free beer while you wait.

My fiance goes to People's Barber on Polk. It has great barbers, fun atmisphere, they give you a beer to drink while being barber'ed. Pricing is probably higher than what men are used to paying, but it's not too unreasonable. I have seen barbers of color there (but only black men, no asian men) so you might want to request someone who has experience with asian hair specifically.
