Pretty severe swelling of the pastern and what looks like inside of fetlock. The wound doesn't look that serious but there is either ongoing infection, or additional injury in the region accounting for the swelling. You would need a careful evaluation, then x-ray and probably ultrasound to begin with. There are vital structures right under the skin in that area and her treatment and prognosis depends on which of those are injured and how bad the injuries are. Here is a picture we created for Horse Side Vet Guide that shows some of the important structures in that area. Collateral ligaments, joints, joint capsule, flexor tendons, sesamoidean ligaments to name a few. Have you asked your vet for a referral to another practice, if they really don't have the tools or experience to help you? That is the best way to do it so everyone is working together for the good of the horse.

The Veterans Administration should be doing that for free as long as he was honorably discharged from any service they should be doing that. Rivera funeral home is helping us set our service up at the National Cemetery however you have to do it a couple of weeks in advance but they will help you do it.
