I usually do a # search on IG. Something like #brooklyntattooartist (or whatever has a bunch of images). Then click on images you like and check out where they got their tattoo done. People will usually tag the place or location and will sometimes include the artists name so you can ask for that artist if you like their work

Travel a bit further and go to Folk City tattoo in Suffolk. Nikki Snyder is wonderful. It really depends on the style you are looking for too. Traditional, new school, etc.

When it comes to tattoos, you usually get what you paid for. Id go to someone you know will do a good job, get what you want priced and save up for it if you have to. Kris at Khaos Ink did my last one and people are always stopping me to tell me how nice and clean it looks.
