The best place in the DC area for reasonably priced good cakes is Stella's in Rockville, but that's extremely inconvenient for you and they don't deliver, and I can't really think of any bakeries that offer delivery and are near Crystal City. Balducci's does customer cakes and such. They will also deliver and have a store in Alexandria. A bit on the pricey side for the truly custom cakes, but okay on normal things. 72 hours notice needed though. Call the store in Alexandria and ask for in store catering (if you ask for catering they may transfer you to the the call center in Rockville, not a bad thing if it happens though). I always get my cakes there; their pastries chef Lester works wonders.

I doubt they do delivery, but the best French bakery in the district is [Le Caprice DC](www.lecapricedc.com), in Columbia Heights, only a 5 minute walk from the CH Metro station.

Not sure if they delivery but the place that comes to mind is Firehook (http://www.firehook.com/location). Call their VA location.

The Bake Shop in Alexandria is great. Also Rare Sweets but they're pricier. Fire hook is always a good bet, as someone mentioned above. If you can't find a delivery, you can use Task Rabbit (or something similar) to get it delivered.
