They figured it out. after 4 other contractors got it wrong and the wall was fixed until the stopped (and it did) and I was happy. The wall that was replaced was 1' wide by 18' high. I live in Tampa but I used Family Fence (813-571-5946 familyfencetampa.com). They were the lowest bidder out of 5 reputable companies that gave me quotes and they did an awesome job installing a vinyl fence around my entire yard. If you decide to use them please see if they have a referral program and I'll split it with you.

We used S&O Greenworks. they had a great price and did everything for us including all permits. They installed a filter somewhere near the beginning of the reclaimed water connection (sorry I don't have better details on that, it has been months ago) . He said that the filter was important because there is a lot of debris in the reclaimed water that can clog your irrigation lines. This might be a good question to ask other contractors you call around about.
