Hey Boo Boo! Here's the DC League info too: http://dcpvl.org/ In DC there is open gym on Thursday evenings and Saturday afternoons at Raymond Rec Center. Less competitive than the Sunday morning open gym in Baltimore.

You could also check out Wardman Park Marriott's gym. I think it's $30/mo? Definitely focuses on cardio/machines, but has a squat rack, set of dumbbells and barbells. I'd usually be the only one on free weights in the morning.
