A friend of mine is very involved with [Triangle Special Hockey](http://trianglespecialhockey.org/). I know you're looking for info on basketball, but they might be good people to talk to, since they've already organized a league for handicapped children (and most of the people involved have special needs children themselves, so they have experience). They're all very nice people, they might be willing to help out with some advice.

You might look at the Bond Park Community Center, they have a court: https://www.townofcary.org/Departments/Parks__Recreation___Cultural_Resources/Facilities/Community_Centers/Bond_Park_Community_Center.htm I would imagine any tax payer funded center would host it, equal access and all. Though, it might depend on how your friend has structured their organization. If they have their own liability insurance, etc.

Check out Embrace in Wake Forest. Little bit of a drive from RTP but it's a great gym. They have morning classes on Mon Wed Fri 11-12
