I took it to a place in Gresham and she charged me $30 to add the bustles. She is also hemming it in a few places for $12. Not sure about the sides being taken in. She also offers steaming but I don't know how it compares to dry cleanters. She is called Custom Fit by Michelle Davis 503-491-5861

I agree with Vermont. Don't bother getting it preserved I take out soooo many dresses at my shifts at adorned in grace a the are musty, stained and sometimes ruined. Only because you're "feeling hopeful" will I help. Elise goes to Broadway Dry Cleaners and loves them, takes my stuff there too. They're pretty friendly and know her by name which is cute. They always seem to know when we've been out of town and what not. Practically family Kelly.
