When a recruitment happens, apply if you have the minimum qualifications. Be sure you answer the questions in your answers to application questions. Be sure to pick out keywords from the job description and requirements and use those keywords in your answers. If there are a thousand applicants this could make all the difference with the first culling. (Don't get fancy and use bigger better words, as I have learned in my attempt to get that elusive promotion. You never know if you'll be culled because a bot won't find those keywords.) There may be a civil service exam. Customer service is now a big, important portion...how you handle it. It used to be the lowest job in the county, a page, the exam was a test, all about accurate filing. Now I believe there are other questions that have to do with customer service culture, and I think the exam is now more incorporated into the initial application questions. Questions about correct grammar used to be on the library clerk exam, along with the filing accuracy test, but I'm not sure those exist anymore. Now it's more about thinking on your feet (a great Johnnie skill) and fitting into the customer service oriented culture. From the exam, or from the applications, the top scorers get interviewed, or, more like, an oral exam. Match your knowledge and skills up with the interview questions, hope you don't forget anything you wanted to showcase about yourself. It's not a conversation, but more like a presentation of yourself. You are scored on that, and hired according to your number on the hiring list. You may share your rank with several other candidates. As positions open up, you might be interviewed by the particular location's manager. Oh, and interviews/oral exams are usually several people. I'm not sure about the city of Portland, probably similar. It may take a while. You could be on a hiring list for a year and finally get hired, or never get hired, but it's worth it to get yourself on a list. Contrary to the cultural memes, government/ civil service workers are passionate about providing good service to the community. Unions still exist and management aren't hostile to the unions. With many jobs, it will be about who you know. With civil service jobs, it will be about how well you do with hiring panels and exams, thus your skills and how you present them.
