Possibly the Pine Barrens? But I'm not positive. I would suggest taking the dive into backpacking though. Totally worth it. Can drive out to the AT and find many campsites. Can download the Guthook ap for that too. Try Alltrails as well with the filers.

There are currently five state parks in PA that allow primitive camping. Technically, the state of PA defines 'primitive' specifically as excluding transportation of equipment by any type of motorized conveyance. Wharton State Forest in the Pine Barrens has plenty. Google for the OHV map to see which trails allow 4-wheeling. But you really do need an off-road capable vehicle. It's not for the faint hearted.

Check out freecapsites.net . Website isn't great but it's a great resource. Also look into BLM (Bureau of Land Management) land. You can usually camp almost anywhere there

Wharton State Forest 45 minutes east of Philly in the Pine Barrens is the best close drive from Philly for dispersed camping. Visit [Batsto Village](https://batstovillage.org/) to get a camping permit, then drive north from the Village into the forest on a network of dirt roads. You'll find plenty of spots off the road near the river to park/camp. I've had some great times dispersed van camping down there.

Many of the state forests have primitive campsites sprinkled throughout them. Almost all are nowhere near any other sites, they're just along gravel roads in the middle of the woods. It's as remote as you can get without backpacking. They each have a picnic table, a fire ring, and nothing else, so it's pretty primitive too. Pick one next to a stream and bring a water filter, and you're all set.
I think the sites are shown on state forest maps online, and if you're doing some hiking, you'll want to check out the Purple Lizard trail maps (PA-based company) of a bunch of the state forest districts, which also show these sites.
They are free but need to be reserved ahead of time. Call the relevant state forest district office during normal work hours and you should get someone who can tell you which ones are free and can be reserved.

I've always loved primitive camping at Michaux state forest. Nowhere near anyone. Some sites you can drive pretty close, others you have to park and walk maybe a quarter mile to the site. I haven't been in a few years, but I think the only downside is that you often won't know until the last minute whether you can have a fire, based on potential fire hazard conditions.

In (last i checked) the paper survival guide and on the web page --http://survival.burningman.org/survival-guide/the-essentials/ -- it says "3. COMMERCE: You cannot buy or sell anything in BRC...," which seems to be expressed in the form of a quote-unquote-rule. In general, since BM is a community-based event, you may have to learn the norms of the community, the people around you, and/or the organizers of the event more broadly, but this seems fairly clearly stated.

You're right that the language of the 10 Essentials is pretty clear, but if someone searches for "burning man rules" and finds the Rules & Regulations document, they might assume that's the defining reference for what the rules are, and not look any further.

Another that is on the beach between Point Mugu and Santa Barbara is McGrath State Park. It reopened in the past 1-2 years (gets flooded with rain). Lots of camp sites. The beach is pretty secluded too.

Try https://www.escapecampervans.com/campervans/ I've never used 'em, but have seen them around (hard to miss) and folks seem reasonably pleased with them. Make sure you check mileage and any other fees. Or maybe RVShare.com. But their mileage rates often seem kinda stingy (not sure if say 100 mi/day applies for the whole trip, ie you could use either 200 on one day, 0 on the next...I'd never assume anything with RV rentals. Gonna be over $100/day in most cases. My friends will rent a minivan instead and get some pads and such to outfit it for camping, both sleeping inside and out in a tent, and occasional motel. Might be cheaper and easier. Could one for about $50USD/day maybe.

I would go through the official website. As far as I know you won't find better deals in other places.
